Sure, and we could redefine all media types registrations to say that the content should be sniffed first. The purpose of the draft though is to say that header information is more authoritative than body information and the purpose of the note is to indicate that is not currently practiced so we have to revisit the draft at some future point. -- http://annevankesteren.nl/
