[css3-regions] ACTION-354 on region breaks

Hello,

During the Seattle F2F I got an action item to come up with a proposal for
breaks following the resolution:

RESOLVED: we need breaks that are specific to containers they are part of;

The exact action was:

ACTION-354: Come up with a proposal for breaks either a page-break or a
general type of break or both and related use cases.

I have updated the latest draft to align with the same approach as the
multi-column spec ([1]) and define breaks that are region specific ([2]).

The reason to align is to make the approach consistent between two
specifications that have similar requirements.

I think this closes the action item.

However, in addition to this, I would like to discuss with the group the
best way to specify behavior the various issues around breaks that arise
in both multi-column and regions. In particular, there are issues when
nesting elements of different or same layouts (e.g., a multi-column in a
multi-column). I think we need a specification about break rules that
explains, for example, how breaks operate in nested contexts and how they
interact (see [3] for some use cases, in particular [4]).

I will send an agenda request to discuss this during our next conference
call.
