[Proposed Recommendation] QA Specification Guidelines

Dear QA IG community,

The W3C QA WG is pleased to announce the publication of "QA  
Framework: Specification Guidelines" as a Proposed Recommendation.  
The document is submitted to W3C Membership for last comments if any  
and usually the document is published as W3C Recommendation in the  
next month or two.

As current QA WG chair, I would like to express my sincere  
congratulations to
     Lofton Henderson
for the tremendous work that he has done as a chair and participant  
of the QA WG.

This work has been the result of four challenging years, done by QA
