Thanks.  Then I won't be able to respond directly to Kjetil's concern
appropriately since he is explicitly suggesting that a normative reference
is required and we haven't yet had that conversation.  We probably should at
least raise the issue via our tracking system since it is separate from
ISSUE-49 (at least now the wording has been cleared up).  So, my action to
respond remains open.
