I did not take Henry's proposed definitions completely; I could not bring myself to define "web document" as including things that weren't "documents" (I'll argue 'what is a document' offline, with references). So I wound up using Henry's definition for "web content" instead, and changed the uses of 'resource'.

I also could not find a meaningful difference between "web page" and "web document", to the point where I made them synonyms for the purpose of this document.

Terminology is hard and I don't want to hang up FPWD on getting it perfect, but I think what's there now is significantly improved based on Henry's redefinitions.

http://www.w3.org/2001/tag/doc/publishingAndLinkingOnTheWeb.html  is still the latest 'editor draft'.

Larry,

Last week, you took:

ACTION-732: prepare FPWD on Publishing and Linking

which was primarily to incorporate suggested changes from Henry. Henry did 
provide those on Friday.

Presuming we have sufficient attendance, I would like to hold the vote this 
Thurs to go to FPWD. Can we assume that Henry's proposed edits represent 
acceptable text to use?

Also: if anyone knows they are likely to object to going to FPWD, please 
let us know ASAP. Of course, there will be opportunity for further 
revisions after this version goes out. I do think that getting this out now 
will give us a chance to get good feedback in time for the Oct. F2F.
