First parties are subject to some DNT restrictions:

4. "The First Party must not pass information about this transaction to non-service provider third parties who could not collect the data themselves under this Recommendation."

I see no reason that "information   provided explicitly by a user" should be exempt from DNT.

A click on a navigation button seems just as explicit as a form submission, and excluding navigation buttons would render DNT meaningless so there would appear to be little case for excluding form submission.  Further forms are commonly used for search and surely DNT should prevent the collection of search queries to profile users.
