We should probably put an action on Lachlan to request registration,  
if he's willing to accept it.

Hmm, I thought issues could not be renamed, but I was wrong. Would you  
be ok with renaming this issue from: "doctype-legacy-compat - tools  
that can't generate <!DOCTYPE html>" to "about-scheme - about URI  
scheme needs to be registered"
