It is probably a good thing to be open about proposals that are yet
submitted. You never know what they might say. But realistically,
writing a change proposal is not automatic accessibility task force
consensus. And as we all know, accessibility task force
recommendations are not automatic HTML working group consensus or HTML
Chairs' decisions (i.e. the accessibility task force longdesc
recommendation).

John was assigned task force ACTION-94 to create a change proposal for
Bug 10642/HTML Issue 142 at the December 16 task force teleconference.
