Re: ISSUE-83 ACTION-152 Change Proposal for the use of dt/dd in figure and details

Thanks for providing a Change Proposal for this issue! The chairs are  
reviewing Change Proposals to ensure that they meet the required  
structure. Here is our feedback on this Change Proposal:

1) There does not appear to be a Summary. Please provide a Summary  
section. On the issue status list this Change Proposal is described  
as: "Change the spec to no longer use dt/dd for figure ordetails.  
Instead define a new element, fltcap, to use as the label for both."  
Feel free to use that if it is accurate.

2) There is a rationale but not clearly marked as such. It seems like  
essentially everything in the section labeled "Current HTML5 uses of  
dt/dd" is rationale, so perhaps a change in heading would be sufficient.

3) There are proposal details, but not clearly marked as such. It  
seems like the combination of "Proposed Solution for Issue-83" and  
"Anciliary Proposal: what to do with figure and details" provide the  
details. Perhaps just grouping them into a Details section would be  
sufficient.

We suggest updating the Change Proposal to reflect the feedback in  
points (1)-(3).
