[css3-gcpm] Wrong usage of attr() function

Hello,

Throughout the editor's draft there are examples where the attr() function is used with a type. However, the name of the attribute and the type are separated by a comma operator. According to section 8.3 of [css3-values] this is not allowed. The optional second argument to the function is a fallback value instead of a type.
