[css3-color] #rrggbbaa annotation

I would like to re-comment and correct my previous post:

Issue-12 of the Candidate Recommendation draft (2005)
for the Color Module 3
[http://www.w3.org/TR/2008/WD-css3-color-20080721] states that the
feature to enable #RRGGBBAA and #RGBA annotation
for colors was rejected because it was "too late for this version".

Many people here will agree that this is a really useful feature and I
don't understand why is not been taken into account yet.
We can't wait until CSS4 for this feature as most of the sites will be
already using the RGBA or HSLA
annotation to accomplish color transparency (by then), which will make
the #RRGGBBAA recommendation out of time and useless in CSS4.

I think most developers uses the HEX annotation because it is just
simpler, shorter, cleaner and widely used in graphical applications.

#RRGGBBAA or #RGBA is not a new concept, has been widely discussed
before and its implementation its straight-forward. Parsing it
its quite easy. The transparency color support is already done in most
of the browsers (which I believe its the difficult part).
If mayor browsers agree to implement this annotation, why not include
it in CSS3? IMHO the reason that browsers haven't implemented
yet is because it is not a W3C recommendation.

What do we (interested people) have to do in order to make it possible?
I believe this is the correct place to ask for that feature, right?

Thank you.
