With respect to ACTION-256, http://tools.ietf.org/html/draft-duerst-iri-bis-06 is an updated version (-06) of the IRI specification which attempts to combine all of the variations into one document (started with draft prepared by Dan Connolly). There's a "Bar Bof" at the IETF meeting July 30, 7:30 pm: http://trac.tools.ietf.org/area/app/trac/wiki/BarBofs/IETF75/IriIssues to discuss remaining issues.
