what flexibility concerns do you have with having the issue ID in the title?

I think that it is a bad idea to put the issue number into the title of wiki 
pages.

There are plenty of ways of pointing out that a wiki page is associated with 
an issue. You can have the link text include the issue number.  The wiki page 
itself can state that it is about an issue, and can point to the tracker page 
for that issue.  You can have a list of issues and associated wiki pages. 
Each of these are better and more flexible.
