New I18N resource available: short review checklist [I18N-ACTION-788]

Hello chairs,

The short internationalization (I18N) review checklist<https://www.w3.org/International/techniques/shortchecklist.html> [1] points developers of specifications to various aspects of a spec that may need internationalization review. It can also be used by spec reviewers, to get an idea of what to look for in a spec.

Only 12 items long, it follows the format: if the spec or its implementation does X then check Y, and points to the relevant parts of our existing more-detailed checklist for more information.

It’s not exhaustive, but it hits the main topics that regularly arise when spec developers are wondering whether their spec may have internationalization issues. We hope that it helps working groups do better self-evaluation and where necessary engage the I18N Working Group earlier. Please note that it is not meant to substitute for the horizontal review process.

Internationalization is not a feature.
It is an architecture.
