ISSUE-90 and ISSUE-91 have changed focus of change proposals

Initially I asked about cleaning up the figure and aside elements in
the HTML5 specification. They're too general, vague, and basically the
only difference between the items was the figure caption.

After trying to find a way to write positively about both elements,
cleaned up or not, I found I couldn't, and my change proposals due on
Wednesday will focus on removing the elements from the spec.

If you object to me providing these change proposals to the associated
issue/bugs, instead of closing the two issues out and going through
the whole bug/issue process again, let the co-chairs know. Otherwise,
if you want to keep these elements but clean them up (or not), I
imagine you could probably write a counter-proposal to my change
proposal.
