Yes, HTML5 needs to provide an explicit means for others to define
custom elements and attributes.

I would go one step further and state that the approach should stress
interoperability with other W3C specifications, past, current, and
future. And there needs to be away to ensure that the data can be
aggregated outside the page, as well as accessed within the page via
the DOM.
