XML 1.0 5th edition is major new version

I support Elliotte Rusty Harold's objection that the "Proposed Edited 
Recommendation" of XML 1.0 is really a new version and undermines the 
perception that XML is a stable format. The revised section on "Names 
and Tokens"
<http://www.w3.org/TR/2008/PER-xml-20080205/#IDALPVR> retrofits a 
corresponding section from XML 1.1 
<http://www.w3.org/TR/2006/REC-xml11-20060816/#IDAKUDS> / 
<http://www.w3.org/TR/2004/REC-xml11-20040204/#IDABN1S> into XML 1.0.
Even though it is important that XML parsers support a larger set of 
characters (Unicode 5.0), it is not acceptable to change the 
specification in a way that makes current implementations 
non-conformant and still call it "XML 1.0". This change requires a 
new version number.
