Call for Objection results (ISSUES 151 and 153)

I'm attaching the explanatory memoranda on the Calls for Objection for ISSUE-151 (User Agent Requirement: Be able to handle an exception request) and ISSUE-153 (What are the implications of software that changes requests but does not necessarily initiate them?).  These decisions had previously been announced to the group and were integrated into the TPE prior to Last Call.
