Re: applications and vocabularies enabling public debates

Hi Luigi, all,

Sorry for reacting so late to this. I've created ISSUE-22 and  
attaching this one to it.
I think this is also related to interoperability, so also attaching to  
ISSUE-21.
Copying John and Oscar as main authors of those sections to lead the  
discussion and see how this could fit in the doc. I'm personally all  
for adding as much useful examples as possible.
