Proposed SVG Streaming CG (Re: minutes, SVG TPAC 2013 F2F Day 1)

Hi all,

Following the recommendation of the group, I am proposing a new 
community group to work on SVG streaming. This work will include develop 
guidelines and possible extensions to the SVG language to enable the 
authoring of streamable SVG content. The use cases envisaged so far are:
- streamable cartoons, enabling e.g. web-based vector graphics cartoons 
channels,
- streamable and synchronized audio and graphics content like 
graphically-rich karaoke,
- streamable and synchronized graphical annotations overlayed on top of 
videos.
