                o Sam's request appears to be a follow-on to a
                  joint discussion between the TAG and the HTML
                  working group chairs which occurred on 24 March

                  those minutes as saying "I want that there should
                  be in TR space a document which specifies how I
                  can create a set of bits which I can server
                  EITHER as text/html OR as xhtml+xml, which will
                  work in a browser in both cases, as Sam does on
