Case-sensitivity of CSS Identifiers

   plinss: At TPAC we deferred to i18n
   plinss: they came back and said to do case folding
   florian: Main arg. for not doing that is that in other places, like HTML,
            they do ASCII case insensitivity.
   jdaggett: They said to do full case-insensitivity
   florian: Hard to do
   florian: Nothing says which language a stylesheet is in
   fantasai: Unicode has a set of default rules to use when you don't know
             the language. We already use these for text-transform when the
             language is unknown.
   Bert: Which of the two case-folding algorithms from Unicode did i18n recomend?
   Bert: The simple one is better than full
   florian: Other than language sensitivity, what is the difference?
   fantasai: I have to look into that to be sure, but
   fantasai: IIRC, there are two sets: one that preserves the length of the
             string, one that doesn't
