FWIW -- the term non-information resource is terminology the community 
is moving away from, due to its implicit incoherence.

You have Web documents.
Everything else.
All of the above can be denoted using:

1. URIs
2. HTTP URIs.

When dealing with Web documents special case,  the denotation mechanism 
is an HTTP URL which of course is also a kind of URI. Thus, a Web 
document (specifically) can be denoted using a HTTP URI/URL. No so for 
anything else :-)
