I propose that the Best Practices WG be the formal home for the
RDF in XHTML task force [1].  That task force has been chartered
previously under the Semantic Web Coordination Group.  It has
been making steady progress toward its mission of recommending
(small 'r') a way to proceed to "achieve a common, widely accepted
way of representing RDF metadata within an XHMTL document." [2].

The "embedding" task force has been proceeding more slowly than
expected and would, I believe, benefit from more visibility.  Conversely,
making this task force part of the Best Practices WG charter would
set a precedent for the type of problem that I hope this WG should be
tackling; practical problems faced by real applications of W3C
Semantic Web technologies.  In the case of RDF in XHTML, the
issue cuts across more than one W3C Activity and requires the
Semantic Web community to work with others to find a mutually
acceptable solution.

The draft BPWG charter [3] has a bullet under the second focus to
"setup and maintain a repository of guidelines for ... how to combine
RDF/OWL with XML/XHTML". [4]

I propose that this bullet be made more explicit and be called out
as a primary deliverable for this focus area (perhaps even for the
WG as a whole.  Specifically, change the first paragraph under
Focus 2: FAQs and how-to-do-it guidelines to:

The goal of this focus area is to provide support for practical issues
related to ontology engineering and use for the semantic web.  The
BPWG will be the sponsoring group for the RDF in XHTML Task Force [1],
currently chartered under the Semantic Web Coordination Group.  The
BPWG will, in conjunction with the HTML WG, deliver per [5] a WG Note
proposing a way of representing RDF metadata within an XHMTL document.

Other Working Group Notes may be developed from topics brought by WG
participants.  The BPWG will also consider using Wiki techniques to
create a repository of guidelines.  Additional areas for guideline
development include:

. constructing ontologies, covering typical modeling problems such as
  defaults, part-of, .... These guidelines will take the form of
  ontology patterns.  As an example, see Chris Welty's part-whole
  pattern.

. ontology mapping: how to use multiple heterogeneous ontologies in an
  interoperable way.

. ontology integration/unification vs. mapping (the latter is usually
  preferred)
