[ISSUE-3] Call for consensus on "ontology for metadata values in namedEntity"

I think it's time we try to close this.

After some WG calls and the Dublin workshop, we got the following 
information:
* In internal use cases, we need to allow for custom named entity 
annotations that are tailored for a particular domain anyway; this 
precludes us from mandating a fixed domain for types;
* For general web use cases, both of the proposed ontologies are roughly 
equivalent; NERD has visible uptake in the community, so there's a 
better chance of adoption in current implementers.

I think the default solution should be this:
* Allow representing a reference to the chosen ontology;
* Allow representing a reference to a particular type;
* In the best practices section, we state that whether the desired 
entity type is already in NERD, one SHOULD use NERD to represent it, 
otherwise they are free to define their own.
