In the meantime, I have test cases for this at 
<http://greenbytes.de/tech/tc/httpredirects/#l-fragments>: all tested 
User Agents behave as specified, except for

- Internet Explorer (<= 9); but I believe this is fixed in Internet 
Explorer 10, and

- Safari.
