Uh... that's the exact opposite of what you said earlir:

Which one do you actually want?  Do you want to (1) get scrollbars while 
the element is animating in until it stops, do you want to (2) not get 
scrollbars while its animating in until it stops, do you want to (3) get 
scrollbars while it's partially offscreen but have them go away while 
it's fully in the viewport (even if still animating), or do you want 
something else?

Your first mail said #2, WebKit on Mac does #1, Gecko currently does #3.
