Based on the outcome of "Split Issue 30?" discussion, the chairs have 
decided to open issue 204:

'Exempt ARIA attributes from the rule that prohibits reference to hidden 
elements'

Per the HTML WG Decision Policy, at this time the chairs would like to 
solicit volunteers to write Change Proposals for ISSUE-204:

If no Change Proposals are written by February 28th, 2012, this issue 
will be closed without prejudice and DEFERRED.
