It can - in any language it's just a unicode string. Keeping the 
language with the term helps otherwise we'd loose the association:

<s> rdfs:label "foo" .
<t> rdfs:label "foo" .

"foo"  rdf:language "en" .
"foo"  rdf:language "fr" .
