We are comfortable treating bugs for which no change proposal was 
brought forward as "closed without prejudice".  Operationally that means 
that no new bugs need to be filed, but the issue will not be treated as 
OPEN until a change proposal is received.

If/when such a change proposal is received, would be less confusing to 
track it as a new issue which was split off of the previous one, as that 
one has already gone to survey.

And, yes, any such issue will be treated as one received during LC.
