Trying to avoid exacerbating the element vs box problem, I suggest
something along the lines of:

   | Not all block container boxes are block-level boxes: the principal
   | boxes of non-replaced inline blocks and non-replaced table cells are
   | block containers but not block-level boxes.

(The lack of the independent term "principal box" proves to hinder us
again.)
