Guys, we seem to be in an endless loop.  People asking variations of the 
same questions over and over, and Ian providing variations of the same 
answers over and over again.

Given that I am not seeing any new data being presented, what I would 
like to ask is that each participant in this discussion focus either on 
specific suggestions for changes to existing proposals, or on 
volunteering to produce a new change proposal on this matter (such as 
Maciej has done).

If you think that there are specific rebuttals to Ian's proposal that 
can be added which would strengthen the case, then please add them.

Ian: you've made a proposal.  Perhaps it could be augmented with some 
text anticipating and responding to same?  If so, great, do so.  If not, 
please voluntarily limit your responses on this topic only (issue-30) to 
citing where in your change proposal you believe that you have addressed 
the point being made.
