Note that the same consistency issues seem to exist with the PR versions:
http://www.w3.org/TR/2009/PR-skos-reference-20090615/skos.html
http://www.w3.org/TR/2009/PR-skos-reference-20090615/skos-xl.html

But I guess it's much less important to fix these, now.
