Based on conversations with Ian @ Mozilla, and later with plh, I'm 
actually pursuing a related action for the HTML 5 Document, and for that 
document getting agreement for cc-by is sufficient (modulo Henri's 
concerns).

I do believe that once we get agreement for one document, there 
essentially is no requirement for any other document to publish under a 
more restrictive license (which is why the W3C might want to move slowly 
on this, as it essentially affects all working groups).

If you would like ACTION-29 to reflect something more, than that part 
can be pursued separately.
