[ACTION-14] features document and xhtml versions

In starting work on this document, it occurred to me that the document
should not only provide identifiers for the "features" of xhtml that
@implements might point at, but also provide a grounded mapping for
values of @version. In this way a follow-your-nose processor could
determine what version of XHTML was in use in a document and how that
version relates to others. Maybe, anyway. If nothing else, it would
allow us to have an extensible registry for XHTML versions. This would
have an impact on the permitted values of @version, of course. We
already reserve values starting with the characters 'xhtml', so perhaps
that is enough.

Thoughts?
