RE: CSS21 z-index / stacking section error with rel-pos in floats

The proposed change to Appendix E has been approved[1], but the 
equivalent sentences in Section 9.5 (Floats)[2] and Section 9.9 (Layered 
presentation)[3] will also need revising.
