[MM/admin] First version of first deliverable

Attached is the first version of the "Image Annotation on the Semantic 
Seb" deliverable for the MM TF.

I'm affraid the draft isn't ready for review yet, but Giorgos, Raphael 
and me have been mailing around different versions this week, which I 
found rather unpracticle (and dangerous too - lost edits etc).

I would rather have this on the W3C server and use the W3C versioning 
system.  Could you put it up and tell us what we need to do to get access?

I remember the W3C jigedit system from my SMIL days (I assume I still 
have an account too), but would prefer direct CVS access if possible.
