SVG12: discard not mandatory?

Dear Scalable Vector Graphics Working Group,

  In http://www.w3.org/TR/2005/WD-SVGMobile12-20050413/struct.html the
draft is unclear about whether discard element processing is mandatory,
the draft states "may be discarded" and "the user agent discards the
element" which seems highly inconsistent. Please change the document to
clearly require support for a well-defined processing model for the
element.
