SVG12: what is "bandwidth"?

Dear Scalable Vector Graphics Working Group,

5.9.3 is unclear about what it considers "bandwidth" for the bandwidth
attribute; in SMIL it refers to bits/s but that can't be implied from
the SMIL Recommendation as discussed in other comments. Please change
the draft such that this is clear.
