Many of the references need updating-
Unicode refers to version 2, should refer to version 4. The comment on bidi in
the corrigenda can be removed.
ISO 10646 should also refer to latest version, parts.
The associated roadmap links also should reflect their new location, as
everson's site has moved.
The CHARSETS IANA registry should refer to the IANA web site.
Reference to RFC 3066 should be added.
Reference to IRI should also be added.
