Service Providers/Outsourcers - detaching the non-normative text (ISSUE-73)

Dear all,

Regarding section 3.4 of the TCS - Service Providers/Outsourcers: from what we can remember, and checked in the minutes as well at http://www.w3.org/2012/10/04-dnt-minutes, we seemed to agree with the group in Amsterdam that the text for 3.4.1 Option 1: Service Provider/Outsourcer Definition should be separated from the 3.4.1.1 Non-Normative section in order to allow focusing on the normative texts.

As this change is not yet implemented in the TCS document, we were wondering what is the appropriate procedure to make it happen. Should a issue number be needed, probably the most appropriate issue to link this would be ISSUE-73 (http://www.w3.org/2011/tracking-protection/track/issues/73).

We are also currently looking at the text for Option 1 and will get back to the group with some edits, but it would be good to have the change above implemented first.
