I understand that there are old browsers out there. The question is: which ones are they? What use cases can one implement in such browsers at all one requires javascript to do this ( forms don't post the right content ). When this spec is finished what will the relevance of such browsers be?

For the moment we have put forward a bogey-man with no specifics at all on what it is.
