Unexpected regrets for today (I got sick). 

As for ACTION-499, I sent the request for approval of FPWD publication of "SPARQL 1.1 Query Results CSV and TSV Formats"" to Thomas Roessler and we're waiting for response (he might be on vacation, so it may take a few days)
