ACTION-144 done

Hi all,

I've just finalised Action-144 (Move the section 5.1.1 to the top).

I have moved section 5.1.1 to section 2.2 and introduced a new header
for section 2 (standardisation issues). I did this on purpose so we do
not lose the numbering references that we have been using this far for
everything.

I have tried to reformulate the section, too, in an attempt to make
things clearer. Feel free to propose wording changes.
