The Annodex file format (http://annodex.net/TR/draft-pfeiffer-annodex-02.txt), in conjunction with the CMML XML format (http://annodex.net/TR/draft-pfeiffer-cmml-03.txt) is providing a named anchors functionality for Ogg Theora files.
