Randomized hashing work item - proposal and decision for 1.1

At the October 20, 2008 F2F the WG decided to defer randomized hashing  
as lower priority [1]:

RESOLUTION: Work on randomized hashing is a lower priority for the  
XMLSEC WG and will be deferred until there is a pressing need.

At the 7 April 2009 meeting the topic was revisited and Konrad was  
given ACTION-257  to create a proposal [2], [3]:

ACTION-257 -- Konrad Lanz to follow up and provide unified proposal  
for changes to support randomized hashing and signing -- due  
2009-04-14 -- OPEN

Now that we've published updated working drafts of the 1.1 material,  
it seems appropriate for the WG to consider whether randomized hashing  
should be included in the 1.1 specifications before we go to Last Call.

Thus, I propose we wait until we have a proposal, or until 15  
September without one,  to make a formal decision whether or not to  
include this in 1.1.
