ISSUE-708:

Proposed Resolution: Reject

In 7_1.txml, assertions #463 and #467 are designed to test the full
implementation of <dialogprepare>, so if the platform has the minimal
implementation you refer (Section 7.2.1.1, third paragraph) these assertions
should fail. Is this resolution acceptable for you?
