ReSpec already knew about RFD11-CONCEPTS, I just had to add the "11".
Thanks for pointing this out. I think this issue is resolved. If you
agree, please reply with the subject prefixed by "[RESOLVED]".

That's pretty much the plan. (The process actually allows Turtle to
lead RDF11-CONCEPTS a little bit.)
