And isn't it the same problem you yourself is pointing out when you 
state that it is wrong of HTML5 to claim that it is a willful 
violation? Clearly, HTML5 has not managed to  become as pragma-atic in 
its understanding of meta@http-equiv=content-type as ithas often been 
claimed ... (Either that, or 'Content-Type metadata' _does_ refer to 
HTTP.)
