[CSS21] WD 5.12.1: malformed list

The second-last sentence of §5.12.1 is either missing the end of its
list, or else the trailing comma should be removed and preferably an
‘and’ inserted.

It's hard to tell which is the case, given that some UAs do "apply other
properties as well".
